Want to Help Shape Policy? Now Is the Time to Review Which Policy Committee Is Right for You

The League is looking for city officials to help identify collective community issues and be part of the League’s policy planning process to ensure a stronger impact for cities in the state Legislature.
 
It is important to have diverse representation on each committee to reflect the entire state while setting the foundation for the League’s advocacy goals each year. Policy committee appointments will begin in mid-October following the League’s annual conference and induction of new department, division and caucus presidents. Those interested in serving on a policy committee should start by reviewing which policy area is of interest.
 
Policy Committees  
  • Community Services: Reviews issues related to child care, parks and recreation, libraries, natural disaster preparation, cultural arts and community and human services programs. 
  • Environmental Quality: Reviews issues related to air, water and water quality, CEQA, solid waste and recycling, hazardous materials, coastal issues, utilities, and wildfires. 
  • Governance, Transparency and Labor Relations: Reviews issues related to transparency, technology (open data), healthcare, elections and political reform, pension and workers compensation reform as well as other labor related issues. 
  • Housing, Community and Economic Development: Reviews issues related to general plans and zoning, housing, homelessness, rent control, land use regulation and development fees. 
  • Public Safety: Reviews issues related to law enforcement, fire and life safety policies including emergency communications, and emergency services including ambulance and disaster preparedness. 
  • Revenue and Taxation: Reviews issues related to finance administration, taxation reform, revenue needs and revenue sources. 
  • Transportation, Communication and Public Works: Reviews issues related transportation planning, technology, funding, construction, public works, telecommunications and other related areas. 
The League’s policy committees are comprised of over 400 elected and appointed city officials and local leaders from throughout the state. League bylaws provide that each division has two appointments and each department has one appointment. The League president may appoint up to 16 members to each policy committee.
 
The time commitment involves three to four meetings, beginning in January and ending at the conclusion of the League’s annual conference. The January and April meetings will be held virtually, and the June meeting is under consideration for meeting either virtually or in person. A list of meeting dates will be available on the League’s Policy Committees webpage in mid-December.
 
How to Apply or Reapply to Be a Policy Committee Member
 
For current League policy committee members who would like to be reappointed, please send a request to the incoming division, department or caucus president. Reappointments are not automatic and must be requested each year. For those joining a policy committee for the first time, the process is the same. Policy committee appointment requests should be made to incoming division, department or caucus presidents. If those slots are already filled, you may request an appointment from the League board president. 

Presidential appointments should only be requested when division, department or caucus appointment slots are already filled. If you did not receive an appointment through those channels, you may request a League presidential appointment by filling out a policy committee presidential appointment request form. This form will be available on the League website Nov. 16.
 
Application Dates and Contact Information
  • Mid-October: All League members interested in serving on one of the League’s policy committees should request an appointment through their incoming division, department or caucus president. For division appointments, contact your regional public affairs manager; for a department appointment, contact the League staff that manages your department and for a caucus appointment; contact the incoming caucus president.
  • Nov. 1-13: Division, department and caucus presidents will notify city officials who expressed interest in serving on a League policy committee whether they were appointed to their requested policy committee.
  • Nov. 16: League members NOT appointed through a division, department or caucus can request a League board presidential appointment by completing an online application form available Nov. 16 on the League's Policy Committees webpage.
  • Dec. 4: Deadline for League members to submit the online League board presidential application form. 
All League members appointed to a policy committee will be notified by the end of December.
