Designed for local government legal advisers who are interested in learning how to prepare for, respond to, and clean up after a natural disaster, this conference will provide attendees with practical advice and concrete action items to help them prepare for the unimaginable.
The conference will be held on June 24 at the Sheraton Grand Hotel
in Sacramento. Registration and breakfast will begin at 8 a.m. with sessions running from 8:45 a.m. to 4:45 p.m.
Working with State and Federal Agencies
The conference begins with an opening session from Alexander Pal, chief counsel to the California Governor’s Office of Emergency Services, on how to navigate the state emergency proclamation process and gain access to financial assistance from the state for costs incurred by local governments as a result of a disaster. Later in the day, J.P. Henderson, regional counsel for the Federal Emergency Management Agency (FEMA), and Ann Winterman, assistant regional counsel for FEMA, will describe the various federal financial assistance programs available to local agencies and highlight the steps that local agencies must take in order to be eligible for such assistance.
Before, During and After an Emergency
In addition to learning how to navigate state and federal disaster assistance, attendees will receive practical advice on what local agencies should do before, during and after a disaster from local agency attorneys with first-hand experience in responding to disasters.
During the morning, Greg Diaz, Ventura city attorney and Greg Priamos, Riverside county counsel, will provide a Legal Disaster Preparedness 101 course, identifying the steps local agency attorneys should take in order to be prepared when disaster strikes. Attendees will also learn a “how-to” in utilizing the “playbook” being provided to attendees, which contains over 150 documents — including draft resolutions, draft ordinances, and draft contracts — that city attorneys and county counsels can use when they encounter a disaster.
Following a roundtable lunch, where attendees will be able to discuss disaster scenarios in small groups, Michael Ghizzoni, Santa Barbara county counsel, and Marc Zafferano, San Bruno city attorney will describe the issues local agency attorneys should be prepared to address during the disaster, including statutory immunities, tolling agreements, and entry onto private property.
Finally, an interactive panel discussion will provide local agency attorneys with the tools and strategies necessary to deal with the aftermath of a disaster. Specifically, veteran deputy county counsels from Sonoma County, Verne Ball and Christa Shaw will describe the processes of coordinating cleanup efforts and addressing the challenges of finding displaced residents housing following a disaster.
