It’s slated to be very busy in Sacramento as League lobbyists tackle 10 “Hot Bills” this week. With 27 bills scheduled for hearing in 14 different committees, staff will be engaged covering all the action.
League staff learned late Friday that the Senate Budget and Fiscal Review Committee will hold a hearing today on AB 93. Anticipated bill provisions will likely include the Governor’s Economic Development Proposal that contains the elimination of the state’s Enterprise Zone program. League staff will be reviewing the measure once a version appears in print.
A great deal of attention will be focused on the Assembly Local Government Committee hearing on Wednesday when it takes up SB 7 (Steinberg). This League-opposed bill withdraws all state construction-related grants, loans and other funds from charter cities that do not compel contractors to adhere to state prevailing wage requirements, on projects built with city funds.
Recent amendments to SCA 3 (Leno) exempt the state from required mandate payments to local government for compliance with the Public Records Act and Brown Act. The bill also exempts any expanded state requirements imposed under those laws from mandate payments. Although it’s not yet listed in the Daily File, Committee staff informed League staff that the bill will be heard in a special meeting of the Senate Governance and Finance Committee on Tuesday.
