Bills in Committee: March 26 - 30

Last week, AB 1585 (Perez) was passed in the Assembly Local Government Committee as well as the Assembly Appropriations Committee. AB 1585, which contains numerous policy and technical cleanups to the redevelopment dissolution bill, AB 1x 26, will likely be taken up for a floor vote today during the Assembly's floor session scheduled for 11:30 a.m. The Senate has scheduled its floor session at 2 p.m.

Redevelopment Dissolution Cleanup Bill, AB 1585, Passed in Assembly

Yesterday, the Assembly passed AB 1585 (Pérez), a redevelopment cleanup bill that contains numerous policy and technical cleanups to AB 1x 26, with a 58-7 vote. The bill will now be sent to the Senate and will likely be heard after the Legislature returns from its Spring Recess. The Legislature will be in Spring Recess from March 30 until April 9. 

CalTRUST to Host Stakeholders' Meeting on April 17 in Sacramento

CalTRUST, an investment program co-sponsored by the League, will hold its inaugural stakeholders' meeting in Sacramento on April 17. CalTRUST is an investment vehicle established by public agencies to pool and invest local agency funds. One mission of the CalTRUST Board of Trustees is to offer educational opportunities for local government investment professionals throughout California.

Assembly Committees Pass AB 1585; Floor Vote Likely on Monday

AB 1585 (Pérez), which contains numerous policy and technical cleanup to the redevelopment dissolution bill, AB 1x 26, has been rapidly making its way through the Assembly. On Wednesday, the Assembly Local Government Committee heard and passed the bill; earlier today the measure was heard and passed by the Appropriations Committee at a special meeting. The next step will be a likely floor vote in the Assembly on Monday. If approved, the bill will be sent to the Senate. 

SB 89 Vehicle License Fee Lawsuit to Be Heard May 4 in Sacramento County Superior Court

CalPERS Board Approves Discount Rate Reduction From 7.75 Percent to 7.5 Percent

Today the full CalPERS board met and reviewed yesterday's recommendation from the CalPERS Pension and Health Benefits Committee to lower the discount rate from 7.75 percent to 7.5 percent. After debating the issue and the fiscal effects of a rate reduction on all levels of government, the board ultimately voted 9-1 to approve the lower rate of 7.5 percent. The board also requested that CalPERS Actuary Alan Milligan examine ways to blunt the fiscal hardship that will be experienced by local governments by phasing the rate change in over a period of two years.

Speaker Pérez's Redevelopment Dissolution Bill, AB 1585, Passes Assembly Committee

The Assembly Housing and Community Development Committee heard and passed (5-0) AB 1585 (Pérez) today, which seeks to clean up certain provisions of the redevelopment dissolution bill AB 1x 26. CalPERS Committee Recommends Reduction of Discount Rate to 7.5 Percent

Today, the CalPERS Pension and Health Benefits Committee met to review two options to lower the discount rate of 7.75 percent to either 7.25 or 7.50 percent. The committee members debated what they called a difficult but necessary decision and ultimately voted (6-2) that a discount rate reduction from 7.75 percent to 7.50 percent is recommended to the board. The full CalPERS board will meet tomorrow, Wednesday, March 14.
