  • The Orange County Division is comprised of the cities in the County of Orange, and provides members with the opportunity to exchange ideas and information and share the advantages of cooperative advocacy for local control. 33 of the 34 cities in the County are members of the Orange County Division.

    • Over 3 million people (second most densely populated county in California);
    • 3rd most populous county in the State of California, 6th most populous in the United States of America; and
    • Over 200 city elected officials.

    General Information

    The Orange County Division is governed by a 13-member Board of Directors under the leadership of a Division President.  The Division serves as an integral part of the grassroots advocacy core of the League.  City Officials, both elected and professional city staff, work closely to develop regional informational programs and carry out grassroots activities to support specific legislative, regulatory and ballot measure goals.

    The Division also hosts General Membership meetings which focus on issues germane to local government, and have included high-level speakers including the State Legislative Analyst, the State Controller, and numerous State Senators and Assembly Members.  Rotated regionally throughout Orange County, city elected officials, city managers and professional city staff all attend the Division’s General Membership meetings to get briefed on statewide issues impacting the local government sector.  The Orange County Division's General Membership meetings also provide attendees an opportunity to share and discuss strategies for strengthening cities' collective voice for increased advocacy in the State Capitol.
    Division Members also participate in the development of statewide League policy through direct representation on the following:
    • League Board of Directors;
    • Policy Committees covering eight subject areas;
    • Annual Conference Resolution Committee; and
    • The Annual Conference Program Committee.

    Legislative Advocacy and Priorities

    The Orange County Division Board of Directors meets on a monthly basis and adopts positions on statewide and regional legislation.  If the Board adopts a position on a bill of high priority, an Action Alert will be immediately sent to the Division Membership.  Bills that are a priority to the Division will be listed here.

    If there is a bill that your city needs advocacy on, or if you would like a legislative update on the priority bills that the League is tracking, please contact Public Affairs Regional Manager Tony Cardenas.  If you are a city elected official and would like to receive a legislative or state budget update at a future city council meeting, please contact Public Affairs Regional Manager Tony Cardenas as well. 

    Statewide Newspaper Service

  • Orange County Division's Next General Membership Meeting

    Orange County Division General Membership Meetings
    The Orange County Division meets on a quarterly basis for it's General Membership meetings.  These events allow the Division Membership to hear updates on policy areas germane to local government from keynote speakers including State Legislators.  City elected officials, city managers, city staff and League Partners are all welcome to attend these important meetings.  The following are pictures of some of the most recent Division General Membership meetings:

    (May 31, 2018) Tustin Community Center at the Marketplace. Frank Kim, Chief Executive Officer for the County of Orange, Helene Schneider with the United States Interagency Council on Homelessness, and Jason Rhine, the League's Housing Lobbyist, participated on the Division's Homelessness Symposium.

    (March 23, 2018) Transportation Cooridor Agency Headquarters.  Michelle Hanisee, Deputy District Attorney for Los Angeles County and Vice President of the Association of Deputy District Attorneys, and Oliver Chi, City Manager for the City of Monrovia, provided an update on the impacts to cities of early prisoner release policies including Propositions 47, 57 and AB 109. 

    (Thursday, August 10, 2017 ) Mission Viejo Country Club.  League of California Cities Executive Director Carolyn Coleman and Orange County Transportation Authority CEO Darrell Johnson provided the Division's General Membership with an update on transportation and SB 1 impact to Orange County, pension reform, the State budget and other issues being debated in our State Capitol.
