Wireless Industry Aims to Limit Local Control over Wireless Facilities, After Efforts in California Defeated by the League

The wireless industry is circulating a draft bill in the U.S. Senate Commerce Committee that would force local governments to lease out publicly owned infrastructure, eliminate reasonable local environmental and design review, and eliminate the ability for local governments to negotiate fair leases or public benefits for the installation of “small cell” wireless equipment on taxpayer-funded property.

2017 Legislative New Laws Briefing Webinar Available on Nov. 16

The League of California Cities® will host its 2017 Legislative New Laws Briefing webinar on Thursday, Nov. 16 from 1:30–3 p.m. League lobbyists will discuss the developments from the first year of the 2017–18 legislative session. In this briefing, they will cover new laws affecting transportation, housing and land use, marijuana regulation, employee relations, and several other important legislative developments for state and local governments.

Registration Closes Nov. 14 for Two League Conferences

The League of California Cities® will be closing registration next week for two of its conferences: the 2017 City Clerks New Law & Elections Seminar scheduled for Dec. 13–15 and the 2017 Municipal Finance Institute scheduled for Dec. 13–14. Both conferences will be held at the Newport Beach Marriott Hotel. Visit the League website and register for one of these conferences by Nov. 14.

State Treasurer John Chiang held a press conference on Nov. 7 to discuss a report issued by his office’s Cannabis Banking Working Group (CBWG).

Application Deadline to Participate in New Local Government Drone Pilot Program is Nov. 28

The U.S. Department of Transportation (DOT) and Federal Aviation Administration (FAA) on Nov. 2 launched a three-year Unmanned Aircraft Systems (UAS, or drone) Integration Pilot Program. Designed to test innovative small UAS operations safely, in partnership with state, local and tribal jurisdictions, the program will generate data for future UAS policy and rulemaking. The program’s timeline is aggressive and applicants must submit their interest in participating by Nov. 28, 2017.
