Originally released on April 18, the League’s 2013 Hot Bills List has been updated to reflect the most current status of bills of most importance to cities. Several bills have been removed from the original list because they are not expected to move this year. Several bills have been added to the list. The list below is to date as of May 8, 2013.

Monday, Dec. 3 was the first day legislation for the 2013-14 legislative session could be introduced and Sen. Lois Wolk (D-Davis) wasted no time in introducing SB 33 (Wolk), a measure to update Infrastructure Financing District law, to make it a useful tool to help cities maintain, repair, and rebuild critical infrastructure and create economic development in their communities. SB 33 is a reintroduction of last year’s SB 214 (Wolk) that was supported by the League, the California Building Industry Association and other organizations.

On Nov. 13, via webinar, and on Nov. 14, in Riverside, the League held its Annual Legislative Briefings. The presentations focused on the state budget and key developments from the 2011-12 legislative year.

On Dec. 13, the League will host a free webinar for members and League partners on SB 1186 (Steinberg and Dutton) implementation. Among other things, SB 1186 requires cities to collect an additional $1 fee for a local business license, equivalent instrument or permit beginning Jan. 1, 2013.

On Sept. 30 Gov. Jerry Brown completed action on bills for the 2011-12 legislative session. The Governor in the end was consistent with 72.4 percent of the League’s 29 signature and veto requests.

The White House Office of Management and Budget (OMB) issued a report earlier this month detailing potential federal cuts of approximately $109 billion that would be triggered if Congress fails to act on a plan to reduce the deficit by $1.2 trillion in accordance with the Budget Control Act of 2011. Also referred to as “sequestration,” the act would impose a 9.4 percent reduction in non-exempt discretionary funding and an 8.2 percent reduction in non-exempt, nondefense discretionary funding.

The California Financing Coordinating Committee (CFCC) has announced its plans to host several free funding fairs to give attendees information about currently available infrastructure grant, loan and bond financing programs and options. The funding fairs also provide an opportunity for attendees to speak directly with program staff about specific projects and issues affecting their community.

On Thursday, the League hosted a webinar with the High Speed Rail Authority (HSRA) on the 2012 Business Plan. Participants heard first hand from the HSRA on how this plan differs from previous ones. The new plan uses conservative ridership and revenue estimates, assumes three percent inflation, and plans for a phased implementation and blended operations.
