AB 1028, authored by the Assembly Committee on Public Employees, Retirement and Social Security (Committee), went into effect Jan. 1. This bill made several changes to various sections of the Government Code related to the California Public Employees' Retirement System (CalPERS).

On Wednesday, the Conference Committee on Public Employee Pensions held its third meeting, this time discussing hybrid pension plans. The committee met twice last year to review the current conditions of public employee benefits and the reforms taking place locally and statewide.

Information for the calendar year 2010 is now available on Controller John Chiang's website documenting salary, pension and other compensation for city and county employees. The update released on Wednesday, Dec. 14 includes data for 674,000 city, county and special district workers as well employees from the state of California, the University of California and the California State University systems. This week's update totals $48.8 billion.

City officials grappling with the labor reporting requirements of SB X2 9 (2009) may be confused by recent emails sent to some public works directors stating that cities will be required to pay a one-quarter percent fee of the city's construction budget to the state for the state Labor Compliance Program (LCP). Cities are not required to pay this fee to the state on all public works projects.
