The League and California State Association of Counties on Tuesday presented the results of the 2012 California Statewide Local Streets and Roads Needs Assessment to the California Transportation Commission (CTC).

Originally released on April 18, the League’s 2013 Hot Bills List has been updated to reflect the most current status of bills of most importance to cities. Several bills have been removed from the original list because they are not expected to move this year. Several bills have been added to the list. The list below is to date as of May 8, 2013.

The League encourages cities to submit letters of support for AB 416 (Gordon) and AB 574 (Lowenthal), two bills that would appropriate Cap-and-Trade auction revenues to local agencies, including cities.

The U.S. Department of Transportation (DOT) and Department of Justice’s Office of Community Oriented Policing Services (COPS) this week announced grant funds to be awarded to projects with significant impact on the nation, a metropolitan area, or a region. Brief descriptions of each grant program, with links to the various websites, are available to help the application process.

The Local Government Finance Almanac has posted FY 2013-14 city and county HUTA gas tax estimates. This data is now available together with an update on California's complicated fuel taxation and allocation system.

The League was disappointed to learn that Sacramento County Superior Court Judge Lloyd Connelly issued an opinion on Monday, March 18, denying the League’s petition challenging the constitutionality of the Legislature’s 2011 decision to fund the criminal justice realignment program in part with vehicle license fee (VLF) revenues.

A biennial report released Tuesday by the League, the California State Association of Counties and the Metropolitan Transportation Commission finds a significant level of deterioration of California’s local streets and roads.

The Board of Equalization (BOE) has approved an increase on the excise tax rate on motor vehicle fuel from 36 cents per gallon to 39.5 cents per gallon. The sales and use tax on diesel fuel will remain the same.

Next Monday, Feb. 11, the Assembly Transportation Committee will hold an informational hearing on California’s Freight Plan. The hearing will be held at 1:30 p.m. in State Capitol Room 4202.

Hundreds of city officials from across the state converged in Sacramento Jan. 17-18 for the first policy committee meetings of 2013. The League’s policy making process relies on the participation of a diverse group of city officials from across the state.

On Nov. 13, via webinar, and on Nov. 14, in Riverside, the League held its Annual Legislative Briefings. The presentations focused on the state budget and key developments from the 2011-12 legislative year.

The California Natural Resources Agency and Caltrans are offering $10 million in grants to local, state, and federal governmental agencies and non-profits for environmental enhancements and mitigation projects.

On Sept. 30 Gov. Jerry Brown completed action on bills for the 2011-12 legislative session. The Governor in the end was consistent with 72.4 percent of the League’s 29 signature and veto requests.

This Sunday, Sept. 30 is the deadline for Gov. Jerry Brown to take action on the bills passed by the Legislature and sent to his desk at the end of August.

Late Wednesday, Gov. Jerry Brown vetoed AB 1098 (Carter), a bill that would have restored approximately $18 million in vehicle license fees (VLF) to four recently incorporated cities in Riverside County, as well as various cities that had annexed inhabited areas after 2004.
