Originally released on April 18, the League’s 2013 Hot Bills List has been updated to reflect the most current status of bills of most importance to cities. Several bills have been removed from the original list because they are not expected to move this year. Several bills have been added to the list. The list below is to date as of May 8, 2013.

The CoolCalifornia Funding Wizard, an online clearinghouse of funding incentives, grants and loans to support sustainability, has recently been updated. California Air Resources Board staff invites local officials and others to check out the Funding Wizard and share their feedback through an online survey. Feedback is requested by May 31.

The League achieved an important victory on Tuesday when AB 1337 (Allen) failed to pass out of the Assembly Natural Resources Committee without a single vote in support. This bill would have preempted all existing and future single-use carryout bag ordinances. The League wishes to thank all the cities that sent in opposition letters on AB 1337. This measure is dead for the remaining legislative session.

CalRecycle’s Tire-Derived Aggregate (TDA) Grant Program has announced funding for FY 2012–13 and 2013–14 at $1,500,000 annually. Projects may be awarded up to the maximum award of $350,000, except for very large projects, which may be granted up to $750,000.

The California Energy Commission (CEC) has announced that California cities are now eligible for new 1 percent interest rate loan funds for energy efficiency and generation projects. More than $22 million in funding from the Energy Conservation Assistance Account (ECAA) is available. CEC is accepting loan applications on a first-come, first-served basis.

The U.S. Environmental Protection Agency (EPA) has announced an estimated $64 million in available funding for its brownfields assessment, cleanup, revolving loan fund and area-wide planning grants.
