On May 31, the California Energy Commission (CEC) voted 4-0 to adopt new energy efficiency standards for both residential and commercial buildings. Also referred to as “Title 24,” the new standards take effect on Jan. 1, 2014.

The League is supporting two recently introduced bills by Sen. Rod Wright (D-Los Angeles) that provide additional communication with State Water Resources Control Board (SWRCB) staff and members during the drafting and updating of statewide water quality permits.

In late January, the Governor's Office of Planning and Research (OPR) released for comment its draft CEQA guidelines for streamlining approval of infill projects. As part of its review, OPR has scheduled three workshops in Sacramento, Fresno and Los Angeles in February to discuss the proposed guidelines.

On Jan. 17, CalRecycle approved its Mandatory Commercial Recycling Regulations. These regulations, which were previously being considered by the California Air Resources Board under AB 32, require that all local jurisdictions in California implement a commercial solid waste recycling program comprising education, outreach and monitoring of businesses. Jurisdictions are also required to report on the progress achieved in implementing its commercial recycling program.
