State Controller’s Office Releases Updated Guidelines Relating to Gas Tax Expenditures for Cities and Counties

February 16, 2018
The State Controller’s Office released updated guidelines regarding gas tax expenditures for cities and counties.

This update includes a section on what types of expenditures are allowed for the new Road Maintenance and Rehabilitation Account created in SB 1.

The guidelines include an appendix that addresses the Road Maintenance and Rehabilitation Program (RMRP). This is commonly referred to as the RMRA or SB 1 funds. The appendix outlines allowable expenditures, maintenance of effort requirements and includes a related FAQ.

CTC Deadlines and Guidelines

The California Transportation Commission (CTC) has indicated that May 1 will be the deadline to submit FY 2018–19 project lists.

The process will be similar to last year whereby cities will need to adopt their project list via resolution. CTC’s guidelines for the project list submission process are available online.
