On Tuesday, the conference committee will hear from experts about ensuring a safe and reliable electric grid. The Thursday hearing will focus on the standard of liability known as “inverse condemnation.” The League will testify at both hearings.
The League has taken a position supporting the current liability rules
for investor-owned utilities and opposing any changes that would pass on liability to cities or make it more difficult to recover damages in the event of a utility-caused wildfire.
The conference committee held its first hearing on July 26 during the legislative recess to frame the issues for legislative consideration. Yountville Mayor John Dunbar testified
in that committee to urge members to carefully consider any policy that would shift new liability to cities or make it more difficult for cities to collect damages caused by wildfires.
With the Legislature’s return today for the final weeks of the session, the committee is expected to work quickly. Any agreements made by this conference committee must be heard and voted on by Aug. 31.
