Strategic Growth Council Announces Timeline for Affordable Housing and Sustainable Communities Program

The Strategic Growth Council (SGC) met on July 10 to for a briefing and initial public comment on the Affordable Housing and Sustainable Communities (AHSC) Program.
 
SGC staff outlined the proposed timeline for the development of program guidelines, public workshops, application period, and awards announcements.

The proposed timeline:
 
Mid-August 2014 Three Public Workshops on Guideline Development
Early October 2014 Draft Guidelines presented to the SGC
October 2014 Three Public Workshops on the Draft Guidelines
January 2015 Funding Solicitation Released
April 2015 Applications Due
June 2015 Awards Announced
 
Two existing programs were offered as a starting point for the development of AHSC: the Proposition 1C Transit-Oriented Development and Infill Infrastructure programs. These programs proved to be successful, and shared many of the goals of AHSC. The League will be reviewing the results of these programs, consulting with members, and identifying adjustments that should be made in anticipation of the public hearings in August and October. The AHSC Program was recently created under the FY 2014-15 agreement between the Gov. Jerry Brown and the Legislature. Cap-and-Trade auction revenues will provide $130 million in FY 2014-15 and 20 percent of auction revenues in future years. The program is designed to support the provision of affordable housing and infrastructure that will result in a reduction of greenhouse gas emissions.
