Leah Goldberg, San Jose deputy city attorney, helped draft AB 440 while in private practice and continues to monitor its implementation. She will discuss the nuts and bolts of this new tool and explain how its authority can be used in former redevelopment areas and by cities in areas not formerly within redevelopment areas.
