Governor’s Active Transportation Program Approved by Legislature

The Legislature last week approved SB 99 (Committee on Budget & Fiscal Review), which contained the final version of the Active Transportation Program (ATP).  Some additional provisions of the ATP are included in SB 95 and AB 101.

Lawmakers finished the first half of the 2013–14 legislative session and adjourned early Friday morning after passing some highly contentious measures to the Gov. Jerry Brown. Overall, of the nearly 2,500 measures introduced this year, 1,090 measures reached the Governor — half of which were sent just this week.

Medical Marijuana Bill Stalls in Waning Hours of Legislative Session

Legislative efforts to establish a statewide regulatory scheme for medical marijuana took a number of forms in 2013. The last of these was a pair of last-minute gut-and-amend attempts to radically limit cities’ ability to regulate medical marijuana facilities — with the second and final attempt fizzling out late last night.

AB 562 (Williams), currently pending on the Governor’s desk, would further bog down remaining local efforts with additional local economic reporting and tracking requirements.
