Neglecting Annexation and Incorporation Won’t Serve State’s Growth Goals

The March issue of Western City magazine examines the impact of the state’s de facto state approach to cities, which appears to be one of neglect.

 

State policies for achieving smart growth and greenhouse gas reduction have staked much on the role and success of cities. Yet the state’s recent actions signal a lack of appreciation for the vital function cities serve as centers of commerce and providers of essential quality-of-life services for the vast majority of California’s population. When it comes to economic development, infrastructure and absorbing growth, cities are now on their own.
