New Agencies Prepare for Launch of Governor’s Reorganization

Anna Caballero, Brian Kelly and Marybel Batjer Appointed Secretaries

Nearly a year after the Legislature approved the Governor’s Reorganization Plan (GRP), appointments to the newly created state agencies are being announced in advance of July 1, 2013 when the agencies go into effect.
This plan reduced the number of state agencies from 10 to 12 and consolidated various other departments and divisions as part of the FY 2012–13 budget. Approved by the Little Hoover Commission in May 2012, the Legislature followed suit in June 2012.
Gov. Jerry Brown on Tuesday announced the appointment of three new agency secretaries. Former Assembly Member, League Board Member and Salinas Mayor Anna Caballero will head up the Business, Consumer Services and Housing Agency as secretary after serving as secretary of the California State and Consumer Services Agency since 2011. Brian Kelly now becomes the Transportation Agency secretary. Since 2012, Kelly has served as secretary of the California Business, Transportation and Housing Agency. Marybel Batjer has been appointed Government Operations Agency secretary. Previously Batjer served as vice president of public policy and corporate social responsibility with the Caesars Entertainment Corporation, which she joined in 2005.
