Back by popular demand from his successful keynote address at the League’s City Manager’ Department Meeting last February, Lowell B. Catlett will be the featured annual conference keynote speaker at the general session on Thursday, Sept. 19.
 
The League’s annual conference will be held Sept. 18–20 in Sacramento.
