On Nov. 13, via webinar, and on Nov. 14, in Riverside, the League held its Annual Legislative Briefings. The presentations focused on the state budget and key developments from the 2011-12 legislative year.

On Sept. 30 Gov. Jerry Brown completed action on bills for the 2011-12 legislative session. The Governor in the end was consistent with 72.4 percent of the League’s 29 signature and veto requests.

This Sunday, Sept. 30 is the deadline for Gov. Jerry Brown to take action on the bills passed by the Legislature and sent to his desk at the end of August.

Gov. Jerry Brown has until Sept. 30 to take action on hundreds of bills passed by the Legislature and sent to his desk. On Sept. 4, the League published a comprehensive list of bills of interest to cities and on Sept. 14 published subsequent actions taken by the Governor.

The League has removed its opposition and taken a neutral position on SB 1002 (Yee) after it was amended on Monday, Aug. 20.

During its meeting last week in Manhattan Beach, the League board of directors voted to refer five of the 11 initiatives that have qualified for the November statewide ballot to one or more policy committees for review during the League annual conference on Sept. 5 in San Diego.

This week, the League removed its opposition to SB 1003 (Yee) after the sponsors, the California Newspaper Publishers Association and Californian’s Aware, agreed to put necessary protections into the bill for cities.

Yesterday, SB 1002 (Yee), which would amend the Public Records Act (PRA) to require agencies to provide public records in open format standard, was passed out of the Assembly Local Government Committee with a 5-3 vote. The bill will now head to the Assembly Appropriations Committee where the cost of the measure on state and local agencies will be assessed.

Today, both the Senate and the Assembly completed work on the remaining FY 2012-13 Budget Trailer bills, which will complete the budget package awaiting Gov. Jerry Brown’s review.

The League is opposed to SB 1002 unless amended because it would impose new duties and costs on public agencies at a time when they can ill afford them, under the guise of promoting greater government transparency. The bill is sponsored by the California Newspaper Publishers Association and the San Francisco Tech Democrats.

SB 1003 (Yee) was passed out of the Senate Governance and Finance Committee on Wednesday and sent to the Senate floor. The bill would amend the Ralph M. Brown Act (Brown Act) and apply the law’s sanctions to all past violations reaching back for one-year.
