  • Michael Coleman, fiscal policy advisor, League of California Cities, is a widely recognized expert on California local government finance. He is the creator of the California Local Government Finance Almanac, an online resource of data, analyses and articles on California municipal finance and budgeting. He is the author of the indispensable 2008 edition of The California Municipal Revenue Sources Handbook
  • Steven Berliner, partner, Liebert Cassidy Whitmore, has expertise in the area of STRS, PERS, the County 1937 Retirement Act, and related retirement issues. Berliner acts as chief negotiator for clients in labor negotiations with their employee associations. He advises clients on contract interpretation issues and represents clients in grievance matters.
