League Sponsored Bill Would Remove Annexation Requirements for Disadvantaged Communities While Still Allowing for Service Planning

Last October, Gov. Jerry Brown signed SB 244 (Wolk), which requires a city to update its general plan by the next revision of their housing element to plan for disadvantaged unincorporated communities, including communities outside a city's boundaries if it is in the city's sphere of influence. In addition, it also requires the local agency formation commission (LAFCO) to deny any application by a city to annex a territory that is contiguous to a disadvantaged community, unless a second application is submitted for the disadvantaged community. Sen. Bill Emmerson (R-Riverside) has introduced SB 1498, which would remove the dual application requirement for annexations.

AB 1585 (Pérez), which seeks to clean up certain provisions of the redevelopment dissolution bill AB 1x 26, and includes an urgency clause, will be heard Wednesday, March 14 in the Assembly Housing and Community Development Committee. Assembly Hearing Discusses Redevelopment Dissolution and Economic Development Tools

The Assembly Local Government and Housing and Community Development committees held a joint hearing on Wednesday, March 7 focused on post-redevelopment tools for creating economic development. Legislators were also briefed on the current progress of redevelopment dissolution.

NLC to Hold Regional Seminar on Economic Development

On May 17-19, the National League of Cities (NLC) is hosting a regional seminar in Manhattan Beach on "Formulating Effective Economic Development Policy." Mayors and Council Members who participate will be eligible to receive credit toward the Mayors and Council Members Academy leadership levels.
