On Monday, the Assembly passed AB 2231 (Fuentes), a sidewalk repair responsibilities bill. The bill is now scheduled to be heard in the Senate Governance and Finance Committee on July 3.

Yesterday, SB 1002 (Yee), which would amend the Public Records Act (PRA) to require agencies to provide public records in open format standard, was passed out of the Assembly Local Government Committee with a 5-3 vote. The bill will now head to the Assembly Appropriations Committee where the cost of the measure on state and local agencies will be assessed.

Legislative Democrats and Gov. Jerry Brown announced Thursday that they had reached agreement on the final details of the budget, which will be included in more than 20 trailer bills that are still not in print. Budget hearings are expected on Monday, with floor votes on Tuesday.

On Wednesday, the Assembly Local Government Committee considered AB 2231 (Fuentes) regarding sidewalk repair responsibilities. As currently in print, AB 2231 would require voter approval before cities and counties could repeal an existing ordinance that states that the jurisdiction would take responsibility for sidewalk repair. The bill is expected to move quickly, and cities are encouraged to submit updated oppose letters as soon as possible.

On June 12, Assembly Member Nancy Skinner (D-Berkeley) gutted and amended AB 904 to revive last year’s parking bill, AB 710 (Skinner), which was strongly opposed by the League. AB 904, sponsored by the California Infill Builders Association fails to address the League’s concerns from last year’s AB 710, and it also could discourage the development of new affordable housing. Thanks to the numerous city officials who have contacted their legislators, progress has been delayed on the development of redevelopment trailer bill language, because many Democrat legislators are now pushing in their caucuses for a redevelopment trailer bill that will work for the cities.

On Tuesday, AB 904 (Skinner) was gutted and amended from an energy bill into a revival of last year’s parking bill, AB 710 (Skinner).
