Last year, Sen. Mark Leno (D-San Francisco) introduced SB 184 to allow cities to adopt inclusionary housing ordinances after an appellate court decision in Palmer/Sixth Street Properties L.P. v. City of Los Angeles effectively eliminated cities' traditional authority under a broad interpretation of the Costa-Hawkins Act. Unless the Legislature acts on SB 184 by Jan. 31, now a two-year bill, it will die. SB 184 is currently awaiting action on the Senate floor.
