Medical Marijuana Bill Held in Committee; Frames Discussion for Future Legislative Discussions

The Assembly Appropriations Committee yesterday held SB 1262 by Sen. Lou Correa (D-Santa Ana), which would have established a robust regulatory structure for medical marijuana.

Update: 2014 League Hot and Priority Bill Status; End of Session Nears

Next Friday, Aug. 22, marks the deadline to amend bills in the Legislature. Once that deadline ticks past, the final days of the session are often chock-full of “gut-and-amend” bills. The oft-criticized process gives lawmakers a way to completely change the intent of a bill during the last few days of session — sometimes skirting the committee process and bypassing legislative review. They do so by removing the contents of the bill, usually in their entirety, and replacing them with new language — language often from stalled or defeated legislation bearing no resemblance to the bill’s original intent.
