Richard D. Roth (D-Riverside) passed the Assembly Natural Resources Committee on a bipartisan vote. Sponsored by the League of California Cities®, SB 540 would streamline the housing approval process and lead to more housing production, particularly in areas near jobs and transit. SB 540 previously passed the Senate with overwhelming bipartisan support. It now will be heard in the Assembly Committee on Appropriations.Legislation, Hot Bills, Housing, Affordable Housing New Cap-and-Trade Extension Plan IntroducedVote Expected as Early as ThursdayGov. Jerry Brown, Senate President Pro Tem Kevin de Leon (D-Los Angeles) and Assembly Speaker Anthony Rendon (D-Lakewood) on July 10 announced a new Cap-and-Trade extension plan and accompanying air quality program. The proposal was introduced in bill form late Monday. The two-bill package comprises AB 398 by Assembly Member Eduardo Garcia (D-Coachella), which sets forth the extension plan, and AB 617 by Assembly Members Cristina Garcia (D-Bell Gardens), Eduardo Garcia (D-Coachella) and Miguel Santiago (D-Los Angeles), which would create the new air quality monitoring program.
