The measure would create a new, optional funding method local agencies can use to finance stormwater management and flood control projects, set rates for customers to encourage conservation and reduce water and sewer bills for low-income customers. The measure includes strict accountability and transparency requirements for any local agency that chooses to avail itself of this new funding method.Environmental Quality, Water, Ballot Initiatives New FAA Regulations Require Registration for Recreational DronesThe Federal Aviation Administration (FAA) announced on Dec. 14 a new requirement in federal law requiring registration of all model aircraft, including recreational drones. It is reportedly a user-friendly web-based registration process. Under the new federal rule, anyone who operated a drone, or unmanned aircraft system (UAS) before Dec. 21, 2015, is required to register by Feb. 19, 2016.
